Business Services Provided: Cowie Environmental Services (Cowie) provided Clough with environmental consulting services focused on project Scope 1 and 2 emissions data collection, analysis, and reporting to the Clean Energy Regulator (CER) as part of Clough’s obligations under the National Greenhouse & Energy Reporting Act (NGER Scheme). The services included liaising with project Environment & Sustainability leads to outline NGER reporting requirements, reviewing and collating project data, producing NGER related templates to integrate into the Clough systems, and providing regular updates to the Clough Vice President QHSE.

The primary focus was on collating and reporting Scope 1 and Scope 2 emissions data from Clough's projects and facilities under operational control, covering the period from the Financial Year 2018-2019 to 2023-2024. Geraint Matthews, Cowie Senior Environment & Sustainability Advisor, has led the data collection, analysis, and reporting efforts, ensuring accurate and timely submissions as per NGER requirements. This included hands-on data gathering, particularly for the Snowy Hydro 2.0 project.
Additionally, Cowie provided support to Clough's Environmental Assistant to understand the NGER reporting requirements and to assist in reviewing and collating project data. This also included collaborating on the development of a standardised NGER reporting template and a comprehensive guidelines document, outlining the required process for Clough project to report NGER data. Going forward, these tools will streamline the reporting process, making it easier for Clough's projects to comply with NGER requirements in future. Regular updates were provided to Clough's Vice President QHSE, Shannon Spark, ensuring ongoing communication and progress tracking. Through these efforts, Cowie helped to ensure that effective systems were in place to allow for Clough to accurately and efficiently capture Scope 1 and 2 emissions data for future Financial Year reporting to the CER.
